BANGALORE: "If we can bring back black money stacked in tax havens abroad and put them in a bank in lieu of interest, we can have budgets without fresh taxes," Lokayukta Justice Santosh N Hegde has said.
"While most countries have got their money back from Swiss banks, India is still discussing the matter with legal experts, who are taking over two years to give their opinion," Hegde said.
The Lokayukta was speaking on the sidelines of a book launch on Monday. The book — You Turn India — by authors D K Hari and D K Hema Hari was brought out by the Art of Living. "By now there will be no money left in the Swiss banks. They might have moved the cash to other tax havens. But even now if we probe we'll be able to get the names. That in itself will be a great achievement," Hegde said.
Expressing concern that India is still in need of development and corruption is depriving people of that, he said: "We are called a developed country by many. But increase in the country's GDP is because the rich are getting richer. Development is happening in pockets."
Filmmaker Nagathihalli Chandrashekar said: "What we see among youth today is cynicism, but they should realize that there's hope in the world and they should work towards making our country a better place."
Co-author D K Hari said the book is an attempt to tell people how prosperous our country was and that ''we can return to how it was thousands of years ago''.

New Delhi: Yoga guru Swami Ramdev on Monday alleged in the Supreme Court that Union Home Minister P. Chidambaram was behind the midnight crackdown on him and his followers during the protests on the issue of black money at the Ramlila Maidan last month.Senior advocate Ram Jethmalani appearing for Baba Ramdev sought a direction that the Home Minister should explain the incident and notice should be issued to him personally.
A bench comprising justices B S Chauhan and Swatanter Kumar said it will consider the plea after getting the response of Delhi police on the June 4 incident and posted the matter for next hearing on July 25.
Mr. Jethmalani said Baba Ramdev had taken a decision not to walk down to Jantar Mantar protest on the issue of corruption and was staying with his followers at the Ramlila Maidan when the crackdown was launched.
He alleged there was no order of externment against Baba Ramdev and therefore Mr. Chidambaram must be called to explain when the decision was taken and why it was taken to get the area vacated.
However, before Mr. Jethmalani began the submissions, the bench asked senior advocate Harish Salve, who was appearing for the Delhi police, that there was need for response on some of the issues on which the law enforcing agency was silent.
The bench questioned the Delhi police for allegedly not registering the FIR on the complaint of the yoga guru’s followers against the alleged atrocities committed by the authorities. The bench said this has to be clarified in an affidavit.
The bench said the previous affidavit did not clarify what happened between June 1 and June 3. It said the DVDs and photographs, including the documents, clearly showed that yoga was being practised at the venue and asked the authorities to explain the situations that provoked them to stop Baba Ramdev from carrying forward his program.
The bench also questioned the police for lobbing tear gas and water cannons at the enclosed premises to drive out the people.
“Is it not expected that the tear gas and water cannons should be used in enclosed part...Was it not that people at 11:30 p.m. were sleeping? You resort to lathicharge. The photographs show the commissioner of police is talking to someone,” the bench said.
At the outset, the bench made it clear it is not dealing with any other aspect, except the June 4 occurrence.
The apex court had taken on June 6 suo motu cognisance of the midnight crackdown and had asked the Centre and Delhi Police to explain why it resorted to such a drastic action in middle of the night against the yoga guru and his followers.
Delhi Police subsequently, in its affidavit on the pre-dawn swoop at Ramlila Maidan, denied the allegations that it had used force to evict the yoga guru and his supporters from the site and claimed teargas shells were fired only after Baba Ramdev’s supporters turned violent and started pelting stones on the police.Justifying its action, police had said the authorities had granted permission to Baba Ramdev to use the ground only to hold yoga camp and not for any other purpose.
The apex court had also issued notice to Ramdev-run Bharat Swabhiman Trust on June 19, seeking to know its version over the eviction of the yoga guru and his supporters from Ramlila maidan.

Haridwar, Jul 4: Yoga teacher Swami Ramdev today hailed the Supreme Court’s decision to appoint a Special Investigation Team on the issue of black money as historic.
“Diwali will be celebrated at Patanjali Yogpeeth as the Supreme Court has set up an investigation team for which I and my supporters are fighting,” he told reporters here.He described the apex court’s decision as historic.
“The Centre had called me communal for raising the issue but now what will they say to the Supreme Court,” Ramdev said.
The yoga guru accused the Union government of hatching a conspircy to eliminate him and his mission.
He criticised the Union government for what he said its attempt to nationalise temples.
The yoga guru released at the press conference the memorandum given by him to the Centre and the letter written by Union Minister Kapil Sibal to him.
The apex court today set up a Special Investigation Team, headed by former SC judge B P Jeevan Reddy, to probe and monitor steps taken to bring unaccounted money back home. PTI

We are NRIS, PIOS, OCIs and British Citizens with friends and relatives living in India.
India gained freedom from colonial rule in 1947. It did not gain freedom from brutal suppression of mass economic movements against rampant corruption in high places and government machinery.
We are petitioning to express our deep concern and anger over the recent incidents that took place in Delhi, India related to Anti-Corruption agitations and protests by common people.
On 4th-5th June 2011 at Ramlila Grounds in Delhi, thousands of Protesters gathered, under the leadership of Baba Ramdev, to peacefully protest against the problem of rampant corruption in Indian political elite and top bureaucracy of civil servants - Indian babudom. They were all taking part in a peaceful hunger-strike. But these civilians, who were also fasting, were brutally attacked at 1.00am in the morning by the police in the middle of night under the Indian Government’s political instructions on trumped up charges and with political motivation.
Children were separated from their parents. Women were forced on to the roads when there was no public transport available. Tear-gas shells were fired in the closed tent against safety rules. Thousands were admitted to the hospitals, some of them remain critical. Violence in a closed compound could have even led to an uncontrollable stampede resulting in the loss of an enormous numbers of innocent lives.
This cannot be Democratic India; this is not India governed by rule of law and a democratic constitution, ensuring the fundamental rights of all citizens for assembly and peaceful protest and demonstration. These events have left the people of Indian origin around the globe,
> particularly here in the UK, stunned, shocked and sad. We are thoroughly embarrassed by this naked abuse of police power on our native land and people expressing their aspiration for a corruption free India.
Therefore, we urge you to help us convey our feelings, our grief and our protest petition to the President of India.
We would urge you to help people of India to realise their aspiration to have a corruption free India. People of India deserve a chance to democratically elect new leaders who will root out corruption.
We are holding a peaceful protest in front of Indian High Commission, London on Friday 1st JULY 2011, from 12pm to 1.30pm. At the same time we will also be handing over 7000 named petition and a letter for the President of India from NRI's from UK.
All protestors will be wearing BLACK ARMBANDS as a sign of solidarity with the innocent, sleeping protestors who were baton charged by Indian police while expressing their non compliance with rampant corruption in high places in India.

About 2000 people of Indian origin in United Kingdom assembled on 19 June to protest the police action on sleeping protestors at Ramlila Maidan New Delhi India on 4 June 2011 night.
They protested against capital flight from India to tax havens, generation of black money and unaccounted money in Indian economy.
Many speakers recounted their own experiences of corruption when dealing with Indian government machinery and lack of transparency. India, the largest democracy of the world experienced the darkest night in the history of its evolution on Sunday, 5th of June 2011 at 1.00am.
Thousands of human beings along with Yoga Guru-Swami Ramdev assembled at a place where they thought they were absolutely safe. This false sense of safety was offered to them by the very same Government which encouraged them to gather there in the first place. But little did they know that in the middle of the night they would get brutally assaulted and forcefully removed by the Indian Police.
Every Indian citizen has a right to protest, but the Indian Government has unconstitutionally assaulted the peaceful protesters in blatant breach of Indian Citizen’s constitutional rights.
Here in the UK, many NRI’s & PIO’s and Indian students have been gravely saddened and concerned at the events in democratic India where people from one religious denomination are being branded as communal when they protest against corruption in high places and the stashing away of wealth by Indian citizens in foreign offshore bank accounts outside the jurisdiction of the Indian Parliament and investigative agencies.

India, the largest democracy of the world experienced the darkest night in the history of its evolution on Sunday, 5th of June 2011 at 1.00am.
Thousands of human beings along with Yoga Guru-Swami Ramdev assembled at a place where they thought they were absolutely safe. This false sense of safety was offered to them by the very same Government which encouraged them to gather there in the first place. But little did they know that in the middle of the night they would get brutally assaulted and forcefully removed by the Indian Police.
Every Indian citizen has a right to protest, but the Indian Government has unconstitutionally assaulted the peaceful protesters in blatant breach of Indian Citizen’s constitutional rights.
Here in the UK, many NRI’s & PIO’s and Indian students have been gravely saddened and concerned at the events in democratic India where people from one religious denomination are being branded as communal when they protest against corruption in high places and the stashing away of wealth by Indian citizens in foreign offshore bank accounts outside the jurisdiction of the Indian Parliament and investigative agencies.

No justification of any kind can condone these vicious actions on the Indian Citizens”.
To show our solidarity we are holding a peaceful protest on Sunday, 19th June 2011 at the Old Palace Yard, opposite the Houses of Parliament, London, SW1P 3JY, from 12pm till 2.30pm. Over 2,000 protestors are expected to take part coming from all over the UK.
By holding this protest we would like to show our solidarity with the citizens of India. We would like to show our support to Baba Ramdev & Anna Hazare and all other leaders who are fighting against Corruption in India.
All protesters will be wearing black armbands as a sign of solidarity to the innocent people of India who on a day to day basis are being affected by corruption which is leading the country into poverty - "Corruption is the root cause of Poverty in India".
At precisely 1.00pm on Sunday (exactly 14 days and 12 hours after the assault took place on the Indian citizens) the Protestors will observe a 2 minute silence to remember our brothers, sisters, friends and relatives who were brutally hurt when the Indian Police raided their peaceful demonstration on 5th June.

Why Indians all over the World are demanding Jan LokPal Bill ?
Existing System - Feeds and sustains corruption at all levels
1. No politician or senior officer ever goes to jail despite huge evidence because Anti Corruption Branch (ACB) and CBI directly come under the government. Before starting investigation or initiating prosecution in any case, they have to take permission from the same bosses, against whom the case has to be investigated.
2. No corrupt officer is dismissed from the job because Central Vigilance Commission, which is supposed to dismiss corrupt officers, is only an advisory body. Whenever it advises government to dismiss any senior corrupt officer, its advice is never implemented.
3. No action is taken against corrupt judges because permission is required from the Chief Justice of India to even register an FIR against corrupt judges.
4. Nowhere to go - People expose corruption but no action is taken on their complaints.
5. There is so much corruption within CBI and vigilance departments. Their functioning is so secret that it encourages corruption within these agencies.
6. Weak and corrupt people are appointed as heads of anti-corruption agencies.
7. Citizens face harassment in government offices. Sometimes they are forced to pay bribes. One can only complaint to senior officers. No action is taken on complaints because senior officers also get their cut.
8. Nothing in law to recover ill gotten wealth. A corrupt person can come out of jail and enjoy that money.
9. Small punishment for corruption- Punishment for corruption is minimum 6 months and maximum 7 years.
System Proposed by civil society : Tackle Corruption in High Places
1. Lokpal at centre and Lokayukta at state level will be independent bodies. ACB and CBI will be merged into these bodies. They will have power to initiate investigations and prosecution against any officer or politician without needing anyone’s permission. Investigation should be completed within 1 year and trial to get over in next 1 year. Within two years, the corrupt should go to jail.
2. Lokpal and Lokayukta will have complete powers to order dismissal of a corrupt officer. CVC and all departmental vigilance will be merged into Lokpal and state vigilance will be merged into Lokayukta.
3. Lokpal & Lokayukta shall have powers to investigate and prosecute any judge without needing anyone’s permission.
4. Lokpal & Lokayukta will have to enquire into and hear every complaint.
5. All investigations in Lokpal & Lokayukta shall be transparent. After completion of investigation, all case records shall be open to public. Complaint against any staff of Lokpal & Lokayukta shall be enquired and punishment announced within two months.
6. Politicians will have absolutely no say in selections of Chairperson and members of Lokpal & Lokayukta. Selections will take place through a transparent and public participatory process.
7. Lokpal & Lokayukta will get public grievances resolved in time bound manner, impose a penalty of Rs 250 per day of delay to be deducted from the salary of guilty officer and award that amount as compensation to the aggrieved citizen.
8. Loss caused to the government due to corruption will be recovered from all accused.

5 June 2011 is one of the darkest days in the History of Independent India. Thousands of human beings assembled at a place where they thought they were absolutely safe. This false sense of safety is offered to them by the very same government which encouraged them to gather there in the first place. But little did the assembled people know that in the middle of the night they will get brutally assaulted by the Indian Police.
Every Indian citizen has a right to protest but Indian Government has brutally and unconstitutionally assaulted the peaceful protesters in blatant breach of Indian Citizens constitutional rights.
The agitators were exercising their fundamental constitutional rights – the freedom of speech and expression. Detention, beating, forcedly removing people, firing tear-gas in to a sleeping crowd, separating children from their parents, frightening children was, therefore, gross violation of their fundamental rights.
More over Indian government as a face saving method is trying to divide the protesters by labelling them as Communal and Secular!
We totally condemn these divisional tactics. We want to stand as one voice. All Indian citizens equally pay taxes so why can't they protest and show their displeasure when their hard earned tax money is stolen by the highest authorities in the government who stole billions of rupees of Tax payers money?! Is it wrong to call a thief a thief?! Is it wrong to protest against theft of national property?! If not then why did the government attack the peaceful protesters in the middle of the night! They could have dispersed the protesters in the morning!
We AAC condemn the brutal violence on the Indian Citizens and we are holding a peaceful protest at “Old Palace Yard”opposite Houses of Parliament in London, UK on 19 June 2011 from 12PM to 2:30PM.

We have to make change in India long lasting not short.
We the fellow Indians living in the United Kingdom are fully aware of what is happening in india.
Indian politics has reached it's bottom level. The common people are waking up - the elite coterie of Indian neta-babu-shikshak nexus are happy with the system and are not ready for change - just yet.
The time will come however when they will surely be on our side.
We have to sometimes take one step back.
You have to understand that your health is important and of prime importance. You have to complete your 1 lakh km more in Indian villages.
Gandhi Ji was always aware of correct moment for battle - and when common people are ready.
Please be wise and not obstinate. Obstinacy is not helpful - to individual or to the Cause.
We have seen all the atrocities of the central government and the congress party and we strongly condemn government and police action on your peaceful satyagraha. We know that they didn't only shown their true colours by using their authoritative power on the innocent people in the mid night when the rest of the world was sleeping including the media so that the world can't feel the pain and suffering of women children and senior citizens while brutally beaten by the police.
Moreover we know that they have tried to kill you and Acharyaji.
The government who actually doesn't want to see you any more would never come to an agreement for your demand of effective law to combat corruption. The end result will be what all Indian will suffer if they will lose you & this entire saga of 2nd war of complete independence will stall for another century to come.
Swamiji we have already lost Rajiv ji and we are not in a position to loose you hence we humbly requesting you to end your fast as soon as possible.
As you know this is a long fight against the evil sprit for the total change of governance please treat this as a War and not as battle. To win a big war some time we ought to compromise few battles. The entire nation is now awake, united and standing with you. Let 2014 general election come and we will show the power of vote hence please accept our request and break the fast. Dear Mr Nalin Surie,
The Death of Democracy and Human Rights in India :
India, the largest democracy of the world has experienced the darkest night in the history of its evolution on Sunday, 5th of June 2011 at 1.00am.
Thousands of innocent civilians sleeping during their peaceful Satyagraha (peaceful fast) in the Ram Lila Maidan in New Delhi fighting against the rampant corruption, black money in the economy and various other burning issues of the society, were brutally beaten by the police on the direction of the Government of India and the State Government of New Delhi. Both are ruled by the Congress Party of India.
Spiritual leader Swami Ramdevji representing the voice of the common man of the country in this peaceful agitation against the Government’s policies to support corruption was on his first day of the fast unto death and was very inhumanly treated by the police and the authorities.
Swami Ramdev was arrested and then nine hours later was escorted to the Patanjali Yog Peeth Ashram in Haridwar on condition that he does not return to Delhi for 14 days. The police ignoring all the laws under the constitution of Indian to protect citizens of the country, fired bullets and tear gas bombs on the activists and on Swami Ramdev. There was no prior formal notice or warning given to evacuate the place while they were sleeping after a day-long fast. People including women, children, and senior citizens were seriously injured and many of them are in the emergency care units in several hospitals of New Delhi.
The barbarian use of power on the innocent people should be considered as the most heinous crime by the authorities which is supervised by the ruling Congress Party of India. This is unlawful and against the Human rights and the fundamental rights of the citizens of India and a serious threat to the world biggest democracy.
The people who had come from villages, towns and various long distances were asked to leave the grounds immediately, at 2:00am in the morning. This cannot be a Democratic India; this cannot be Mahatma Gandhi’s India; this is not India governed by of rule of law and a democratic constitution, ensuring the fundamental rights of all.
These cruel actions reminded us of the days of the 1975 emergency. Unfortunately, these brutalities were committed upon unarmed and resting people within close proximity of the Mahatma Gandhi Samadhi.
We, the people of Indian Origin all over the world are deeply depressed, embarrassed and pained by this vulgar display of naked power. No justification of any kind can condone these vicious actions.
The Indian Diaspora condemns it. We urge everybody to join in the movement to restore democracy and civility in India. Let us be united in expressing our disgust and anger about the death of democracy and human rights within the country. We hope Baba Ramdev Ji is not further harmed in any way.
We therefore request you to intervene in this situation and force the Government of India on the grounds of Human rights to immediately place sincere apology to the citizens of India and to world respected Saint Baba Ramdev.

Supporters of Swami Ramdev Campaign Against Political Inaction against Corruption in India
The colorful ensemble of supporters of Swami Ramdev and Bharat Swabhiman Campaign Against Corruption in high places in India gathered on a warm sunny Saturday morning to support Swami Ramdev campaign going on simultaneously at Ramlila Maidan in New Delhi and 634 districts of all corners of India.
Swami Ramdev has been demanding firm action by Indian government against black money and capital flight from India from proceeds of corruption. He has been demanding that government enact detailed legislation to declare corruption money stashed by corrupt Indians in offshore bank accounts as a national asset of India and to identify, prosecute vigourously with stiff penal provisions for Indians who are responsible for channeling corruption / black / unaccounted money into foreign offshore banks and tax havens.
He has also been demanding the logic for undue proliferation of high denomination currency circulating in Indian economy and the lack of control by central regulatory agencies with the statutory duty for keeping control on money circulation in the unaccounted parallel economy of India.

1000 NRI from all backgrounds and age groups gathered together with Mrs Sunita Poddar and marched from Brent Indian Association to Hindu Sanatan Temple in solidarity with Swami Ramdev indefinite fast against corruption in high places in Indian government and the non withdrawal of high denomination currency notes from circulation.

The Rally/Procession will start at 10.30am outside the Brent Indian Association, Ealing Road, Wembley, London, HA0 4TH. Please begin to gather at 10.00am.
The Rally/Procession will march to the new Sanatan Hindu Mandir, Ealing Road, Wembley, HA0 4TA where we will have a short break before returning back to the Brent Indian Association Hall along the Ealing Road.
Some volunteers are needed to prepare the hall at Brent Association Wembley HA0 4TH at 0730 in the morning on the 4th of June 2011. Can you kindly circulate to Yog teachers and persons on your contact list who may be able to volunteer themselves for this important task.
